End Israel’s genocide: Call on the New Zealand Government to act

For decades Amnesty International has documented human rights abuses in both the Occupied Palestinian Territory and Israel. We have called for an end to Israel’s illegal occupation and annexation of Palestinian territory. In 2022 we released a landmark report that found Israel is committing the crime of apartheid. In January 2024 we warned of the risk of genocide.

Now, after an in-depth investigation, has found sufficient basis to conclude that Israel has committed, and is continuing to commit, genocide against Palestinians in the occupied Gaza Strip.

  1. Publicly recognise that Israeli authorities are committing the crime of genocide
  2. Ban imports from illegal settlements as well as investment in companies connected to maintaining the occupation
  3. Help Palestinian people seeking refuge to come to Aotearoa New Zealand and receive support

We recognise other organisations and people have been calling it genocide for some time now. What has taken time in producing this report is the collation of stories and evidence and compiling detailed forensic documentation into what is happening. Documenting evidence, especially in places where horrific violence and destruction is occurring, is difficult and takes time.

By releasing this report, we wish to support these wider ongoing efforts to end the horrendous human rights atrocities.

Genocide is “the commission of one or more acts prohibited by the Genocide Convention, committed with the specific intent to destroy a national, ethnical, racial or religious group, in whole or in part.”

Over a period of nine months, Amnesty International interviewed hundreds of people, analysed photos and video of the devastation and the remains of weaponry, corroborated it with satellite photography, and reviewed a huge range of datasets, reports and statements by UN agencies, humanitarian organisations, human rights groups and senior Israeli Government and military officials.

Now it’s time for all of us to show that we value a world where everyone can live with dignity.

Dear Prime Minister Christopher Luxon and Minister of Foreign Affairs and Deputy Prime Minister Winston Peters,

On 5 December 2024, Amnesty International released a report that concluded Israel has committed and is committing genocide against Palestinians in Gaza. The report shows how following the attacks on 7 October 2023, Israel has deliberately created conditions calculated to bring about the physical destruction of Palestinians in Gaza.

Amnesty found that, between October 2023 and July 2024, Israel committed acts prohibited under the Genocide Convention and did so with the specific intent to destroy Palestinians in Gaza. This includes killings, torture and imposing conditions of life that have created a deadly mixture of malnutrition, hunger and diseases, exposing people to a slow, calculated death.

For over a year, the world has been bearing witness to unfathomable levels of death and destruction in the occupied Gaza Strip. Israel’s brutal onslaught against Palestinians in Gaza has killed tens of thousands of people, wiped out entire families, flattened residential neighbourhoods, destroyed critical infrastructure and forcibly displaced 1.9 million Palestinians – over 90% of the population of the Gaza Strip – causing an unprecedented humanitarian catastrophe.

The scale of destruction is staggering. The level and speed of destruction has not been seen in any other conflict in the 21st century, with some of the highest death tolls among children, journalists, health and humanitarian workers of any recent conflict in the world. More than 42,000 people have been killed, including more than 13,319 children by 7 October 2024, and more than 20,000 people have suffered life-changing injuries.

Genocide is happening and you have a responsibility under international law to take action. We need you, the New Zealand Government, to show leadership, domestically and internationally to end this heinous crime.

I call on the Government to take strong and sustained action. There is much you can and should do, including:

  • Publicly recognise that Israeli authorities are committing the crime of genocide and commit to strong and sustained international action.
  • Ban imports from illegal settlements as well as investment in companies connected to maintaining the occupation.
  • Do everything possible to facilitate Palestinian people seeking refuge to come to Aotearoa New Zealand and receive support.
